Looking for weird ideas- Fun needlework project

This is NOT a preservation type frame job at all.
This is for fun and for the holidays, and this client likes my zany ideas, so I guess I need opinions for "stunt framing".
The needle work is a fun cross stitch for Christmas cookies.

She's a neat gal from Indiana, brings her stuff to me and says more or less, "amaze me".
Every year for Christmas she goes nut with baking Christmas Cookies. Well, this piece is a celebration of that. Off the cuff I was think a tiered cookie tray. With this on the top. Have made trays for needlework projects before, but the usually are decorative, or just have needlework this and that tools on them at most, so nothing special.
BUT, she wants to use this tray, front and center on her cookie buffet, and put food on it. How is that for whack-a doodle-do framing. Which glass to use? How to seal it? My brain is going bananas with ideas, but I just do not know where to logistically start. So I thought I would throw it at you all and see if it lights up.
Oh, and she doesn't want to spend more that $350 on it. So I think Optium is out. :) And it may not be the best product for cookies!
Was thinking fairly white-washed frames, or AMPFs Mosaic one that I call "Crushed Candycane" and maybe a fabric wrapped mat with a high quality print fabric with something festive. She asked it I could tier it, something below, or compartment platter it.
And the cool hardware?

Thoughts? Anyone?
This ain't going in a museum, just a family fun project.
 
Can you find artificial cookies? I'm not sure such a thing exists, but methinks the companies that make artificial fruits & vegetables might have something you could put into that frame.

Or, how about including cut-out printed reproductions of the customer's actual cookies?

Or, how about making the cross stitch look like it is a cookie on a cookie sheet, fresh out of the oven? Maybe put a leaf of rough-cut wax paper under it and use a cookie sheet for the background? Throw in a small spatula and a pot-holder just for good measure.

Since she wants to use the frame as a tray, I suggest using ordinary glass. To prevent (maybe for a while, anyway) water seeping into the frame when she wipes the tray, seal the glass edges to the frame's rabbet using a generous 'gasket' of silicone glue. Caulk it well.
 
Jim, THAT is what I am looking for! Crazy ideas, insights, and precautionary measures.
I do know I cannot make it dishwasher safe! But thanks for the thoughts.

how about combining Jim and Randy's ideas and using some of the clients favorite recipes?

They could be laid around on the cookie sheet along with the cross stitch and spatula
